Ok, I guess you need a permanent link that also survives updates. For now I guess the filehost provides this:

Of course it will be our job to regularly update the pdf, however, the link will be pesistant.

I can't accept the "terms of use question" which is needed by https://mega.scryptos.com/sharefolder-login/MEGA/MEGA65+filehost within the wget command.
Why not leaving the "MEGA65-Book_draft.pdf" in the github site as done before? There wasn't any problem with wget.

So, do what the message says (ie, right click into the emulator window to access the context menu, select option "SD-card" and the "update" option inside the sub-menu ... Surely after you dismissed this warning window you have shown). It will ask you for the ROM in a file selector box. Note, that you probably want the so called "closed ROM" not the "open ROM" though, but the "closed ROM" unfortunately is not "free" to access, because of legal reasons, outside of the scope of the MEGA65 project, and has roots about the legal status of the ownership of the ROM, still belongs to the respective owner, even for a ROM which is further developed but based on the original one (the so called "derivative work" or how it's called).
So the answer of your question in nutshell: exactly in the way the window tell you've just shown

The first % shows the emulated speed of a MEGA65, ideally if your hardware is OK enough (ie your PC/Mac is fast enough), it should be 100% always. The second % shows the calculated CPU usage of the emulation, so it can be anything, but it's good to be a relative low value meaning, that emulation must even wait from time-to-time to be in sync with the emulated machine speed. Originally there was a single value, but people were complaining that it's confusing, as it shows like 27% or 29% (from your example) and they thought that the emulation is too slow, when in reality it's just the emulation internal CPU usage of the computer which runs Xemu. So then it has been moved as the "second % display" and the first shows the emulated speed. Of course the second value will change, depending the load of your system (Windows/Mac/Linux which runs Xemu - depends on what OS you're using -, ie it runs other programs as well not just Xemu), and the actual emulation task being hard or easier to do (like 320x200 screen is easier to be emulated than 640x400 - which requires more power from Xemu -, or for sure 40.5MHz emulation CPU clock requires more resources to be emulated than 1MHz ...)
